It originated at an image board called 4chan. Somebody posted a link to a GTA trailer that was really Never Gonna Give You Up. The joke spread throughout the internet, and voila.

"Rick Roll" is a popular internet bait n switch trick most often found here on youtube. The way rick roll works is: you are searching for a video and come across something that looks very believable. Upon clicking on the link, it turns out that the video you found was in fact the music video to Rick Astley's song "Never Gonna Give you up." Now hopefully you understand Rick Rolling.
