That depends on your country. There are certain countries (I have a list ready) that haven't prohibited their use. mod chips are only 'illegal' when used to "circumvent copy protection mechanisms". It is perfectly legal to create and play home brews, and copy games you already own. SNES Station is a home brew and as long as you own the original SNES games then it is not illegal. I prefer Swap Magic myself... but mod chips can be useful too.

No it is not, as long as he owns the original (or it's a homebrew like Super Mario World R, which I have never seen... but I have a couple of HB's for it). That is why it is legal to buy Swap Magic and Modchips. As long as you are making a backup of a game you actual own then it is 100% legal. If you tried to sell it or let someone borrow it, however, then you have a problem (though copyright is broken millions of times a day... so w/e).

if you own the actual cartridge from the nes it is not illegal. I own a few of the mario games.
