kathleenvh, all he had to do was listen to one of the REPEATED orders & warnings to stop resisting. As SMM said, he was tased "so they COULD get his 2nd cuff" on him.

He was NOT fully handcuffed. Only his RIGHT hand was cuffed. They were trying to cuff his left hand, and his left arm was latching onto a chair, and he refused to let go. They tased his arm so they COULD get the 2nd cuff.
