If we're looking to pin down what this song/video is about, then I'd say it's more about consumption (i.e. of drugs, media, propaganda), and consumption's role in creating passive citizens. The images of empire (Bush in the boat, mimicking Washington's crossing of the Delaware, Bush in the chariot, reminiscent of the Roman empire, and the tank as modern-day empire) call to mind the role of passivity and the snuffing out of dissidence as means of maintaining imperialist desires.
