You have seen that correctly. One of the major openings in this technique is that if nage does not use atemi at that point, uke can follow through and hit nage. The atemi (or at least the threat)is to prevent the uke from following through.

I like alot that Atemi carried out after the Tenkan. More than hittin Uke it seems Nage leads Uke straight into the Atemi.
